The procedure
Eyelid surgery
In Silvio Berlusconi's words: “Eyelid surgery”
Blepharoplasty removes or repositions tissue on the upper eyelid, the lower eyelid or both. Upper blepharoplasty removes excess upper-lid skin, with or without a strip of muscle and fat (PMID 40152471); lower blepharoplasty removes or repositions the fat that bulges under the eye (PMID 37531619). The statement on record does not say which lid.
